Full Description
Beginning in 2017, Chinese authorities in Xinjiang implemented a comprehensive AI-powered surveillance network targeting the region's Uyghur Muslim population. The system, dubbed the 'Integrated Joint Operations Platform' (IJOP), combined facial recognition cameras, behavioral analysis software, and big data processing to create detailed profiles of Uyghur citizens. Technology companies including Huawei, Hikvision, Megvii (Face++), Dahua, and others provided critical infrastructure and software components for the surveillance apparatus.
The AI systems were specifically designed to identify Uyghur facial features and cultural practices deemed 'suspicious' by authorities. Facial recognition cameras throughout the region automatically flagged individuals identified as Uyghur, while behavioral analysis algorithms monitored for activities such as praying, wearing traditional clothing, or gathering in groups. The system also tracked digital activities, monitoring phone usage patterns, internet browsing, and mobile app installations. Data from multiple sources was aggregated to create risk scores for individuals, with Uyghurs automatically receiving elevated threat ratings.
