Moscow's extensive AI-powered surveillance network, featuring over 200,000 cameras equipped with facial recognition technology, became a primary tool for political repression following Russia's invasion of Ukraine in February 2022. The system, powered by NtechLab's FindFace technology and other Russian AI companies, was originally deployed for general public safety and COVID-19 compliance monitoring but was rapidly repurposed to identify and arrest political dissidents. Following the invasion of Ukraine on February 24, 2022, thousands of Russians took to the streets in anti-war protests across Moscow and other major cities. The facial recognition system was immediately activated to identify protesters in real-time, with many arrests occurring within hours of demonstrations. OVD-Info, a human rights organization tracking political arrests, documented over 15,000 detention cases related to anti-war activities, with a significant portion involving facial recognition identification.
