Full Description
Beginning in 2017, the Chinese government implemented an unprecedented AI-powered surveillance system in the Xinjiang Uyghur Autonomous Region, targeting Uyghur Muslims and other ethnic minorities for mass detention. The centerpiece was the Integrated Joint Operations Platform (IJOP), a data integration system that collected information from facial recognition cameras, phone scanners, Wi-Fi sniffers, and human informants to create comprehensive profiles of residents and flag individuals for detention.
The surveillance network included millions of cameras equipped with facial recognition technology capable of identifying individuals by ethnicity, with algorithms specifically designed to detect and track Uyghur faces. Major Chinese technology companies including Hikvision, Dahua, Megvii (Face++), and SenseTime provided facial recognition systems, while Huawei supplied network infrastructure. The system monitored religious activities, cultural practices, travel patterns, and social connections, using AI algorithms to assign risk scores to individuals based on behaviors deemed suspicious by authorities.
Documentation by the Australian Strategic Policy Institute (ASPI) and Human Rights Watch revealed that the IJOP system processed data on millions of residents, generating automated alerts that led to interrogations, arbitrary detentions, and transfers to internment camps euphemistically called "vocational training centers." Internal Chinese government documents leaked in 2019 showed explicit instructions to use AI systems to identify individuals for detention based on religious practices, foreign connections, or deviation from prescribed behavioral norms.
The scale of the detention program, enabled by AI surveillance, affected an estimated one million or more Uyghurs, Kazakhs, and other minorities. Detainees faced forced labor, political indoctrination, sterilization programs, and cultural suppression. Satellite imagery and survivor testimony documented the construction of hundreds of detention facilities throughout Xinjiang, with the AI systems serving as the primary mechanism for identifying and processing detainees.
International response included sanctions by the United States, European Union, United Kingdom, and Canada against Chinese officials and technology companies involved in the surveillance program. The US Department of Commerce placed multiple Chinese AI companies on the Entity List, restricting their access to American technology. However, the surveillance system remains operational, and the detention program continues despite international condemnation and evidence of crimes against humanity.

Mitigation Analysis

Export controls and supply chain due diligence could prevent technology companies from enabling such systems.
